What are the flood-related planning controls?

We have used the Victorian Government standard 1% AEP modelling to develop two proposed flood overlays:

The Draft Floodway Overlay (FO) indicates areas that are expected to experience severe flooding.
The Draft Land Subject to Inundation Overlay (LSIO) indicates areas where the risk of flooding is less severe.

FAQ

We have used 1% AEP modelling to develop proposed Amendment C100malx which would apply two flood overlays:

Floodway Overlay for land expected to experience severe flooding (flood waters above 0.5m; velocity and depth exceeds 0.4 m/s)
Land Subject to Inundation Overlay for all other land inundated in a 1% annual exceedance probability (AEP) flood event.

1% AEP modelling

1% Annual Exceedance Probability (AEP) means there is a 1% chance of a flood occurring, or being exceeded, in any one year.

The 1% AEP is the Victorian Government standard to regulate and protect new developments through state planning and building systems.

The Harcourt Flood Study identifies over 213 properties that are likely to be affected by flooding in the future.

Properties likely to be impacted are near Barkers Creek in the Harcourt area.

156 properties are proposed to have both the FO and the LSIO applied for the first time.
57 properties are proposed to have the LSIO (only) applied for the first time.
Four properties currently affected by the LSIO and FO are proposed to have the extent of the both overlays modified.
Three properties currently affected by the LSIO (only) are proposed to have it removed and replaced with both the FO and LSIO.

Impacted property owners will be consulted directly when the overlays are implemented.

We do this work for two key reasons:

To ensure our planning scheme acknowledges flood hazard and risk so that any future growth in Harcourt is sustainable.
To update the Mount Alexander Planning Scheme to be compliant with Victorian Government planning and building standards.
